Top Talent Pass Scheme Renewal 2026: Conditions & Application Process
The Hong Kong Top Talent Pass Scheme (TTPS) has approved more than 110,000 applications since its launch in December 2022, and the first wave of two-year and three-year visas is now expiring. If you are a TTPS holder whose limit of stay is approaching, this 2026 guide walks you through the renewal conditions, the online application process, fees, documents and the important new requirements introduced this year.
1. What Is the TTPS and When Do You Need to Renew?
The Top Talent Pass Scheme was launched on 28 December 2022 to attract high-income earners and graduates of top universities to work and settle in Hong Kong. Successful applicants are admitted on time limitation only, meaning they may change jobs or set up a business freely during their permitted stay without prior approval from the Director of Immigration.
Under the current rules, entrants are normally granted an initial stay of 36 months (Category A) or 24 months (Categories B and C) on time limitation only. Category A’s first approval was extended from two to three years on 1 November 2024 as part of the Government’s three optimisation measures for the TTPS. Because the scheme is now more than three years old, a large cohort of holders must submit their first extension-of-stay application during 2025–2026. As of September 2025, the Immigration Department had already received about 9,900 extension applications, with a renewal rate of roughly 55 per cent among eligible holders — a level the Labour and Welfare Bureau described as “ideal”.
2. What’s New for 2026: Mandatory Survey, Earlier Filing and New Fees
Three changes matter most when you renew in 2026:
- Mandatory survey (effective 30 January 2026): All TTPS holders must complete the designated “Exclusive Survey for Top Talent Pass Holders” administered by Hong Kong Talent Engage (HKTE) before submitting an online extension application, and upload the acknowledgement of completion with the application. Previously, the survey was requested only after a successful renewal.
- Earlier filing window: TTPS holders may apply for extension up to three months before their limit of stay expires (a facility in place for the TTPS since 1 November 2024, and extended to other talent schemes on 1 March 2026). Do not leave it to the last minute: applications should be lodged at least six weeks before expiry.
- Two-tiered fees (effective 26 February 2025): The TTPS is a “specified scheme” under the Immigration Regulations, so a non-refundable application fee and a visa issuance fee apply to every extension application, for the principal applicant and for each dependant.
| Fee item | Amount (HK$) | When it applies |
|---|---|---|
| Application fee (non-refundable) | 600 | Every extension application, regardless of the outcome |
| Visa issuance fee (tier 1) | 1,300 | Approved extension with a relevant period of more than 180 days |
| Visa issuance fee (tier 2) | 600 | Approved extension with a relevant period of not more than 180 days |
For a typical renewal granting about three years, the principal applicant pays HK$600 plus HK$1,300, and each accompanying dependant pays the same. Fees can be settled online by credit card (VISA, Mastercard, UnionPay, JCB), PPS, Faster Payment System (FPS) or Mainland e-wallets (Alipay, WeChat Pay, UnionPay App) once the application is approved.
3. Renewal Conditions: The Employment Route
When you apply for an extension of stay, you must prove that you have either taken up employment in Hong Kong with a stable income, or established or joined a business in Hong Kong. For employed applicants, the Immigration Department requires that:
- The job is at a level commonly taken up by degree holders or persons with good professional/technical qualifications, proven professional abilities and/or relevant experience supported by documentary evidence;
- The remuneration package is at market level — there is no fixed salary threshold published for renewal, but the Government noted that around 95 per cent of successful TTPS applicants earn a monthly income above the local median;
- If you are assigned to work in Hong Kong under an intra-company transfer arrangement in a managerial or professional position, your application will still be considered provided the job meets the criteria above.
When assessing the application, the Director of Immigration weighs factors including your remuneration package, the economic benefits brought by your work, and the duration of your stay in Hong Kong. Remember that you are free to change employer during your permitted stay without seeking prior approval — but at renewal time you must be able to show genuine, stable employment.
4. Renewal Conditions: The Business Route
If you have established or joined a business in Hong Kong rather than taking up employment, your extension application may be favourably considered where the proof of business clearly shows that the business is operating healthily and sustainably and is able to contribute to the economy of Hong Kong. Assessment factors include:
- Turnover and financial resources of the business;
- The amount of capital invested;
- The number of jobs created locally;
- The economic benefits brought by the business; and
- The duration of your stay in Hong Kong.
There is no minimum capital or turnover requirement written into the policy, but a shell company with no real operations will not pass scrutiny. The Immigration Department conducts field visits to verify authenticity, and submitting false documents is a criminal offence that can invalidate your visa and lead to prosecution.
5. When and How to Apply: Timeline, Steps and Processing Time
Extension applications under the TTPS are submitted online, and applicants must be physically present in Hong Kong at the time of application. The recommended sequence in 2026 is:
- Complete the HKTE survey for Top Talent Pass Holders and download the acknowledgement;
- Gather your documents (see Section 6) and pay the HK$600 application fee;
- Submit the application online via the Immigration Department website, ideally within three months before expiry and no later than six weeks before;
- Await the result — routine applications are normally finalised within two to three weeks once all required documents and fees are received;
- Pay the visa issuance fee and download your e-Visa once the application is approved.
Two warnings from the Immigration Department: first, unless the Director of Immigration approves exceptional circumstances, you must depart Hong Kong before your limit of stay expires even if your extension application is still pending; overstaying is a serious criminal offence punishable by prosecution and removal. Second, the application fee is non-refundable in any circumstance, irrespective of the outcome, and approval is not guaranteed.
6. Documents Required for TTPS Renewal (2026 Checklist)
All applicants must submit their valid travel document, Hong Kong identity card and the HKTE survey acknowledgement. Category B and C applicants who have not previously submitted verification of their bachelor’s degree must also provide verification proof issued by a recognised third-party credential verification organisation. The table below summarises the additional documents for each route.
| Employed applicants | Business founders / partners |
|---|---|
| Supporting letter from the employing company (position, total monthly remuneration, period of employment) | Business Registration Certificate; Certificate of Incorporation (or Certificate of Registration / Certified Extracts for other business types) |
| Employment contract or letter of appointment | Proof of absolute beneficial ownership (shareholding registers, directors’ names) |
| Business Registration Certificate of the employer and proof of the company’s financial standing (audited accounts, profits tax return) | Company financial statements and profits tax returns; business licences (e.g. SFC licences if applicable) |
| Proof of salary / income (pay slips, MPF contribution records) and tax documents from the Inland Revenue Department | Office set-up documents (tenancy agreements), business contracts and invoices, MPF records of local employees, and a supporting letter on your contribution and planned investment |
Documents not in Chinese or English must be accompanied by certified translations. Dependants renew together with the principal applicant and must provide their own travel documents, identity cards and declarations (Form ID 481A for the sponsor and ID 481B for the dependant). Note that any false statement or forged document is an offence under Hong Kong law, and the Department may carry out field visits to verify information.
7. How Long Will Your Renewal Last, and What About Permanent Residency?
Successful applicants are normally granted an extension of stay on time limitation only for not more than three years, or until the expiry of their employment contract in Hong Kong, whichever is shorter. For business founders, the same factors used to assess the application determine the length of the extension.
High earners can aim higher: the top-tier employment stream grants a six-year extension to TTPS holders who have been permitted to remain under the scheme for not less than two years and who had an assessable income for salaries tax of not less than HK$2 million in the previous year of assessment (evidence such as the Inland Revenue Department’s notice of assessment is required).
Looking further ahead, TTPS holders who have ordinarily resided in Hong Kong for a continuous period of not less than seven years may apply for the right of abode — permanent residency. Because extensions are granted in blocks of up to three years, plan your renewals so that your period of ordinary residence remains continuous, and keep records of your time in Hong Kong.
8. Frequently Asked Questions (FAQ)
When exactly should I submit my TTPS renewal application?
As early as possible within the three months before your limit of stay expires, and in all circumstances at least six weeks before expiry. Applications are submitted online and usually take two to three weeks to process.
Is there a minimum salary for TTPS renewal?
No fixed salary threshold is published. The requirement is that your job is at a level commonly taken up by degree holders or qualified professionals and that the remuneration package is at market level. The Government has noted that about 95 per cent of successful TTPS applicants earn above the local median monthly income.
Can I change employer before renewing?
Yes. TTPS holders are admitted on time limitation only and may change jobs without prior approval. At renewal, however, you must demonstrate stable employment that meets the conditions; a first extension with a new employer requires additional documents such as the new employer’s registration and financial proof.
Can I renew if I have only set up a business and earn no salary?
Yes — the business route is available. Your application will be favourably considered if the business is genuinely operating healthily and sustainably in Hong Kong and contributing to the economy, as shown by turnover, financial resources, investment, local jobs and your involvement.
What happens if my application is still pending when my visa expires?
Unless the Director of Immigration approves exceptional circumstances, you must depart Hong Kong before your limit of stay expires even while the application is being processed. Overstaying is a serious criminal offence. Submit early to avoid this situation.
Do my dependants need to apply separately?
Dependants’ extensions are linked to your sponsorship. They apply together with you online, pay the same application and visa issuance fees, and must submit the relevant declarations and documents. Their stay will normally be tied to the period granted to you.
Renewing your Top Talent Pass in 2026 is straightforward if you plan ahead: complete the mandatory HKTE survey, file within the three-month window, prepare the documents for your employment or business route, and budget for the HK$600 application fee plus the HK$600 or HK$1,300 visa issuance fee per person.
